Yes, this has been particularly low-Vitamin-D year. I think that forecast means that it's going to be cloudy and cold for most of the day. Then the sun will come out for two glorious hours, during which all of the PacNW'ers run out of the house and get all the gardening and cafe-visiting and market-shopping done.
